The Director is responsible for directing all Lifelong pharmacy programs, including planning, overseeing, and monitoring all financial, operational, professional, and clinical activities of Lifelong pharmacy programs.

    Pharmacy Program Strategy and Planning:

    • Design and lead Lifelong’s pharmacy business strategy including the evaluation of developing an in-house pharmacy vs. the use of contract pharmacies for each service area
    • Negotiate all 340b contract pharmacy arrangement terms and agreements
    • Monitor and evaluate all contract pharmacy relationships and implement optimization strategies to maximize patient access and 340b program savings


    General Pharmacy Program Administration and Oversight:

    • Work cooperatively with LifeLong’ s executive team, clinical program and medical directors, managers, and pharmacist of record to provide operational, clinical, financial, and budgetary administration of all pharmacy programs.
    • Create and implement all Pharmacy related Policies, Procedures and Protocols for clinic dispensed medications and vaccines, dispensary medications, PAP medications, and any other Lifelong medications or vaccines managed at Lifelong locations.
    • Ensure all appropriate staff are trained and updated on all pharmacy matters including on site and contract pharmacy 340b program compliance and regulatory requirements.
    • Oversee Clinics facilties and equipment related to pharmacy program compliance and safety.
    • Oversee all medication purchasing, dispensaries and inventory and provides other clinic medication management support as needed.
    • Administrative support to Lifelong’ s P and T Committee.
    • Support and innovate on all quality initiatives related to pharmacy activities.
    • Supervise and direct all Lifelong administrative and clinical pharmacy staff.
    • Maintain up-to-date pharmacy information and resources.
    • Oversee pharmacy software tools and programs, including recommending, implementing, and managing pharmacy program software tools in collaboration with IT director.
    • Manage LifeLong’s internal SharePoint pages relating to the pharmacy and 340b program
    • Oversee pharmacy professional education programs.
    • Identify program and funding opportunities, implements grants and projects, and oversee reporting and funding source feedback.
    • Oversee regulatory compliance to ensure that pharmaceutical services meet all legal, accreditation, and certification and licensure requirements.
    • Oversee quarterly independent dispensary audits and other related activities as required by CA Board of Pharmacy.
    • Work with contract pharmacist(s) and independent auditors to support their efforts.


    General 340B Program Administration and Oversight:

    • Create and implement all Policies and Procedures related to the Lifelong 340b program to include operational, oversight, and internal and external auditing policies and procedures to ensure Lifelong is operating a compliant and successful program in accord with the congressional intent to stretch scarce federal resources as far as possible to r each more eligible patients and provide more comprehensive services.
    • Chair 340b Management Committee and provides quarterly reports to 340b Steering Committee.
    • Develop and implement regular comprehensive compliance audit program.
    • Maintain a current state of “audit readiness” for any internal or external audits.
    • Ensure all appropriate staff are trained and updated on all pharmacy matters including on site and contract pharmacy 340b program compliance and regulatory requirements.
    • Serve as primary internal and external program coordinator and liaison for all 340B-related matter
    • Serve as primary liaison to internal and external key stakeholders to help ensure appropriate management and utilization of the 340B Program and compliance with all program requirements.
    • Provide oversight and leadership from the department of pharmacy for the 340B Program.
    • Develop and maintain internal and external relationships (wholesalers, manufacturers, contract pharmacies, split-billing software vendors, employee benefit pharmacy benefits managers (PBMs), and third-party administrator (TPA) vendor
    • Oversee Contract Pharmacy/LifeLong electronic interfaces.
    • Establish and maintain relationships with Contract and other community pharmacies.
    • Serve as the institutional compliance expert or authority on 3
    • Actively engage with senior leadership and advise on decision-making processes related to the implementation of new 340B processe
    • Monitor and assess 340B guidance and/or rule changes. Attend regular 340B trainings and share lessons and current issues with staff and leadership.
    • Routinely monitor industry publications and websites as well as the professional media, literature, and peer reviews to ensure that the institution has the latest information regarding interpretations, rulings, suggestions, and advanced ideas for improving participation.
    • Responsible for ensuring that the annual HRSA recertification is completed by Lifelong’ s Authorizing Official within the allowable time frame.
    • Serve as Lifelong’ s Primary Contact (PC) on HRSA OPAIS.
    • Responsible for ensuring that the HRSA 340B OPAIS is accurate for all organization entities.
    • Responsible for ensuring registration of any new Lifelong sites or contract pharmacies within the allowable time frame.
    • Provide input and implement business plans in coordination with Lifelong’ s senior leadership to help use 340B savings to expand and improve care provided to underserved and vulnerable populations; assist in program development and contract pharmacy agreements related to 340B.

    Job Requirements          

    • Doctor of Pharmacy degree and active CA Pharmacist License.
    • Five years of experience in pharmacy management, project management, operations analysis and experience with computer/web-based databases and information systems, with emphasis for e-prescribing applications.
    • Three years of supervisory experience.
    • Knowledge of government pharmacy regulations and health and social services programs.
    • Excellent oral, written, analytical and interpersonal skills.
    • Proficient in Microsoft office, Word, Excel, Outlook.


    Job Preferences

    • Community or Public Health work experience/ degree.
    • Experience with 340B Drug Discount program development and administration.
